Ship Owners & Operators

Registration, surveys and compliance for vessel owners and operators.

Vessel Registration

Register vessels under the PNG flag. Registration covers small craft (under 12 metres) and commercial vessels (12 metres and over), and is maintained through the PNG Ship Register.

Ship Surveys & Inspections

An initial survey is required before a vessel can be registered. Annual compliance surveys are then required to maintain certification. Surveys are carried out by NMSA’s Maritime Operations Division.

Port State & Flag State Control

NMSA operates an inspection regime to ensure vessels calling at or flagged in Papua New Guinea meet safety and pollution-prevention standards, consistent with PNG’s obligations under SOLAS and MARPOL.

Owner & Operator Obligations

  • Carry and maintain the required safety equipment for the vessel’s class and operating area.
  • Crew the vessel with appropriately certificated seafarers.
  • Hold current insurance as required for the vessel’s operation.
  • Pay applicable maritime levies and service fees on time.
  • Report maritime incidents to NMSA.
